The second highest ingredient (behind the usual water) is rubbing alcohol, thus relegating this product to drugstore-grade quality. I personally couldn't stand applying it. The cheap spray head also isn't doing this product any favors, and I more than once got spray wash in my eye - which does NOT feel good.
Further, alcohol acts as an astringent, which makes myself break out - as I believe this product did. If you use any astringent products and are also prone to breakouts, I just connected a couple dots for you.
If you're looking for a higher quality, alcohol-free product, look to YONKA Men's After Shave - which is what I usually use and will be going back to it. Pricier, but this product has only reinforced my belief that the best after shaves are alcohol free.
The Nivea For Men Sensitive (available on this site) is a cheaper alternative to the YONKA, but it is a balm which you may or may not like, depending on how oily your skin is.

Best after shave I've ever used (I've been using it for about 5 years now). Easy and effective spray application (won't completely eliminate bumps, but deals with the worst of it). It stings/tingles slightly upon initial application, but ends up being very soothing. I have extremely sensitive skin when shaving, and this definitely helps with razorburn. Smells great, not too strong. It won't overpower your cologne and is non-greasy (a huge plus -- won't clog your pores). Leaves your face feeling fresh and cool. Doesn't dry out my skin either, great product.

The packaging is very specific that this is 'exclusively for men' but i decided to give it a try anyways since its a lot cheaper than the other product i was using and i'm a rebel like that.
The ice mint scent is pleasant enough, not super masculine, and the spray application was very convenient.
My first application was to my bikini area and HOLY TINGLING SENSATION! Was not expecting that. It tingles for a long time and on my legs too (not just sensitive areas) Its not horribly unpleasant but a strong icy burn, like a topical Altoid.
Low marks because i did notice that the skin on my legs felt significantly drier with use and because it did practically nothing for razor burn and only lessened the number of bumps.
After two weeks of use i placed an order for Tend Skin and will be going back to that, its twice the price and doesn't smell as good but is much more effective against razor irritation and ingrowns.
