Overall, it works well for its stated purpose. I would have preferred the top to secure onto the stroller somewhere so my curious baby couldn't pull the cover down. It just sits on the rail in front of the window on the canopy.
Also, it seems that the side vent holes are the perfect size for curious fingers that want to grab anything to bring to baby's mouth. Yes, my baby wanted to, and successfully did, suck on the rain cover several times.
Also, the window in the front happens to be right at the height where my 7 month old can lift his feet to rest on the edge, and pull it down.
So yes... Overall blocks wind. In very strong wind though it can get pushed quite close up to the occupant child. Haven't tested it against rain or snow at this time.
It's also the only cover designed for the stroller.
